The sticky should bear the name "Discussion Request'. Members can request topics in this topic to discuss (or rant) on issues they believe need changing. Forum Mods should not allow rants and RuneScape Mobile gold feedback to be posted on the wrong forums to attract Jagex's interest. This is a huge filter that prevents mass topic spam and allows Jagex to analyze the problems within the game that require attention.
Ok, that's great, but how should Jagex have dealt with the Ice Strykewyrms issue? The answer to that question is that they shouldn't be bothered to read posts in topics at all. Instead, they should have set up an online poll that would allow participants to vote on an agreement. The votes should be filtered as if they were madmen while this was being done. They must be able to determine the votes given to certain groups, such as:
Members without 93 Slayer. Members who do not have the Fire cape and with 93 Slayer. Members with 93 Slayer and with a Fire cape. This would require some programming, but it is feasible. After a few thousand participants had voted they should have reviewed the results and decided if a compromise was necessary. This is how it should be.
Jagex as a professional business must examine its policies and provide the continuous filtering. They should create a policy that is dependent on the current state of affairs, and then update it once a month. It is imperative that they modify the policy they are using now. Since it's not just the ones who are most important to buy OSRS gold are heard, but the ones who yell the loudest: the whiners.
